this worked once the roll back had completed and the host rebooted

~# esxcli software vib remove –n Dell-Configuration-VIB
~# esxcli software vib remove –n Dell-License-VIB

maybe i should have also done

esxcli software vib remove -n Dell-esx-boot-options
